Yes, Shift Up have delivered on their promise of a free outfit for Red Hood after the NIKKE won the Doki Doki NIKKE Global Popularity Poll II back in April. Red Hood was the winner by quite a margin, amassing over 1.5 million votes compared to second place Dorothy who received just short of a million.
The new costume will include a brand new Burst Skill Animation and full voice-over, which should excite fans, especially considering its free.

How to get Red Hood: Nonsense Red
To claim the free costume Red Hood: Nonsense Red simply login to GODDESS of VICTORY: NIKKE after the September 19 maintenance. Remember that the outfitmust be claimed between September 19 and October 30, otherwise you will not receive it.

In celebration of the new costume, there will also be a Red Hood Special Rewards Event from September 19 to October 30.
There will also be illustrations for the top 3 most-voted NIKKEs, meaning we should get new illustrations for Red Hood, Dorothy and Scarlet.

Do I need Red Hood NIKKE to use the Nonsense Red Costume?
Yes, you will need to have recruited Red Hood in order to use her alternate Nonsense Red Costume. Shift Up have not confirmed whether Red Hood will have a rerun banner for the September 19 update, however, it is very likely they will.
